Description

DECS, EPCS AND TM44 FOR PUBLIC SECTOR ESTATES – THREE CERTIFICATES, ONE REGIME, EMA Workshop, 3 December 2026, 11:00-12:30 (UK Time), Live Virtual Event

The Public Sector Estate Manager’s Guide to Energy Compliance

This workshop will explore the three key energy compliance requirements affecting public sector estates, including NHS facilities, local authority buildings and schools, under the Energy Performance of Buildings Regulations: Display Energy Certificates (DECs), Energy Performance Certificates (EPCs), including the implications of Minimum Energy Efficiency Standards (MEES), and TM44 Air Conditioning Inspections.

The session will explain the relevant legislative requirements, organisational responsibilities, compliance and enforcement mechanisms, and the direction of current and proposed Energy Performance of Buildings (EPB) reforms.

The workshop will also provide a practical, step-by-step overview of the assessment and certification process for all three requirements, from initial preparations and information gathering through to site surveys, key assessment activities, certificate production and lodgement, and ongoing compliance obligations.

Using real-world examples and sample certificates, the session will demonstrate how energy performance ratings are calculated, how inspection findings are presented, and how to interpret the results and recommendations.

Finally, the workshop will explore how DECs, EPCs and TM44 inspection reports can deliver value beyond statutory compliance. This will include their use in benchmarking estate performance, identifying energy-saving opportunities, planning building improvements and plant replacement programmes, supporting property lettings and MEES compliance, and providing evidence for decarbonisation strategies and funding applications.

There will also be an opportunity to ask questions and raise your queries with regards to the listed areas.
